This memorandum is in reference to the distinct skills and knowledge Preeti
Panchal exhibited relative to counterintelligence and counterterrorism operations
while serving in Afghanistan amidst detainee operations.
Preeti served as an Intelligence Analyst with an array of constant real-time
intelligence demands from key operational leaders in Afghanistan. To be
effective meeting in those demands, she systematically synchronized
counterintelligence and counterterrorism initiatives. Preeti realized that on-
ground/in-country operations had global external influences.
Preeti intensified information collaborations with allied nation affiliates and with
collaboratives back in the United States. Any counterintelligence impacts from
these resources fine-tuned her resources while in Afghanistan. This initiative
provided reliable real time counterintelligence to leaders; it established Preeti as
the go-to person during intense situations.
Preeti transcended the usefulness of the counterintelligence to assess the
patterns of terrorist activities. The assessments coupled with sequences of
counterintelligence information gave Preeti a definitive insight to real time
operations of terrorists. This distinct initiative by Preeti was a major factor to
antiterrorism actions in Afghanistan as it had global implications at the time.
Preeti was able to strategically and systematically track terrorist movement
patterns which gave U.S. forces tactical advantages when anticipating terrorist
actions. Her antiterrorism methodologies were proactive centric versus reactive.
When Preeti was asked about the rationale for her methodical approach to
antiterrorism, she was known to respond, “it’s better for us to know what terrorists
are going to do before they do it and where than it is for us to know after they do
it”.
Preeti was known to take antiterrorism to a higher level. What she did is still
talked about today. Preeti’s working relationship with Special Operations Forces
of multiple nations, governmental and military leaders, and non-governmental
organizations; just to name a few, were key to the collaborations and
counterintelligence/antiterrorism initiatives she formulated as analyst. Her
processes were adopted and expanded by her successors to sustain the
necessary success of U.S. security and interests.
I have known Ms. Preeti Panchal for a few years now and I have been impressed by her knowledge and expertise of the workings of the Federal government. So, it was no surprise that when the time came for me to enter the foray of federal contracting, I sought her help.
